When paying online, please allow 24 hours (Monday to Friday) from the date of the infringement for files to be uploaded.

Infringement notices

The Darwin Waterfront Corporation can issue on-the-spot fines, also known as infringement notices, for offences that contravene the precinct’s governing legislation.

These infringements can be for parking and other traffic regulations offences, by-law offences, animal control issues and littering.

Please note: Infringements may not be available for payment online for up to three days from issue date.

Non-payment of an infringement notice

If you don't pay the infringement notice within 28 days, you will receive a courtesy letter. This will add a $39 penalty to the original fine.

If you don't pay the original fine plus the penalty within 28 days of the courtesy letter date, the corporation will pass the infringement notice on to the Northern Territory Government’s Fines Recovery Unit (telephone 1800 111 530) for enforcement action. If an enforcement order is made, further costs will be added to the amount due.

Appeal an infringement

In the following circumstances, the corporation may consider withdrawing an infringement for a parking offence with valid proof and a witnessed Statutory Declaration provided within 28 days of the infringement notice.
  • You had a medical emergency that prevented you from removing your vehicle or paying for parking. Documentation from a medical practitioner or hospital is required to support this claim.
  • Your vehicle was broken down and you could not contact the corporation. You must supply a towing receipt or proof of repairs (e.g. a receipt for parts, an invoice from a mechanic, AANT call-out documentation, etc).
  • Your vehicle was stolen. You need to give the corporation the promise number provided by the police when you reported the incident.
  • You were detained by the police. Documentation from the police is required.
Appeals will not be considered if you received your infringement because:
  • You forgot to commence the PayStay session.
  • You forgot to purchase a parking session at the meter. 
  • You entered the incorrect number plate at the meter or in the PayStay app. As the driver, you must ensure you enter the correct vehicle details for your parking session.
  • You selected the wrong Zone in the PayStay app. As the driver, you must ensure your parking session is for the Zone in which you've parked.
  • You forgot your permit. If you don't have your permit, you must pay for parking via a meter or the PayStay app.
  • You thought you were allowed to park there. Only authorised vehicles can park in taxi zones, reserved bays, disability bays and bus zones.
  • You didn't see the sign. As the driver, you must look for parking signs to confirm you can park there.
  • You assumed or had been misinformed by someone other than authorised Darwin Waterfront Corporation staff that parking rules were the same as those in the municipality of Darwin, which is separately managed by the City of Darwin council.
  • Your appointment/meeting went over time.
  • You lost track of time.
  • You were only parked for a few minutes. You must have a valid parking session at all times.
  • You parked facing the wrong direction. This is an offence under the Australian Road Rules.
  • You did not park entirely within the designated parking bay, partly encroaching into a traffic lane or bike lane, preventing the safe movement of vehicles/pedestrians.

Appeals for infringements issued due to incorrect Paystay details identified as user error will not be accepted as per the Terms and Conditions for all Paystay Users.

Appeal an infringement

  • The ticket or permit had fallen out of sight, flipped upside down or is illegible. You must ensure the pay and display ticket is displayed correctly prior to leaving your vehicle.
  • You entered the wrong data or selected the wrong zone in the parking app (PayStay or EasyPark).
  • You left your permit in another car. If you don't have your permit with you, you need to buy a pay and display ticket and park legally in an available bay (not another reserved bay).
  • You thought you were allowed to park there. Only authorised vehicles can park in loading zones, taxi stands/zones, reserved bays, disabled bays and bus zones/stops.
  • You didn't see the sign. As the driver, you must look for parking signs to confirm you can park there.
  • You assumed or had been misinformed by someone other than authorised corporation staff that parking rules were the same as those in the municipality of Darwin, which is separately managed by the City of Darwin council.
  • You didn't understand the parking sign. The signs are based on Australian Standards.
  • You went to get change for the machine. You need to arrange this before you arrive.
  • You lost track of time.
  • Your doctor’s appointment/hairdresser/job interview went over time. You must ensure you park in a bay that allows enough time.
  • You had to use the toilet.
  • You were only parked for few minutes. You must display a valid ticket at all times.
  • You saw no issue with parking facing the wrong direction. This is an offence under the Australian Road Rules.
